East Siang ready for simultaneous polls

RUKSIN, Apr 08: Around 60,000 voters will decide the fate of nine MLA and three MP candidates tomorrow in five assembly constituencies in East Siang district.
The district election department is all set to ensure peaceful conduct of the polling. Around 920 polling personnel have been engaged in 153 poling stations spreading in five assembly segments. The entire district is divided into 22 sectors for administrative convenience, wherein good number of executive magistrates have been deputed to look after the poll processes. Three such magistrates are kept reserved to meet any probable inconvenience during the polling hours.
The Congress and lone opposition BJP are facing tough contest with each other in all constituencies fall under the district. Out of the total five, 37 Pasighat West (Ruksin) is said to be most critical one, wherein Congress nominee Er Tatung Jamoh is locked horn with former BJP MLA Tangor Tapak in the battle of ballots.
Eventually, in Pasighat West, none of the MLAs could manage to retain power for a second consecutive term as the perennial problems of the area such as road infrastructure, drinking water and health care problems pulled down the leader from their power.

ITANAGAR, Apr 08: The flying Squad and Static Surveillance Teams operating in the State under Election Commission of India to control violation of Model Code of Conduct have made seizure of cash Rs. 2,42,000, .32 Revolver 1 No, Ammn. 22 Nos, Beer 650 ML 36 Bottles, local Dao 05 Nos on April 7. With this, the total seizure of cash since the Operation of MCC increased to Rs. 4,34,32,130 (Rupees Four Crore thirty four lacs thirty two thousand one hundred and thirty ) only. Cash apart, there are huge number of party flags, manifestos, pamphlets, stickers, blankets, local daos, mobiles handset, arms and ammunitions Motor cycles etc have been seized so far, according to an official release.

Over 7 lakh voters to cast votes in 2,158 stations across the state
ITANAGAR, Apr 08: Political fate of 144 Assembly and 11 Parliamentary candidates will be decided by 7,53,170 electorates as state goes to simultaneous polls for the two Lok Sabha seats and 49 of the 60 Assembly seats tomorrow.
Polling would be held in 2,158 stations across the state between 7 am and 5 pm tomorrow as Election Commission has extended the polling time by one hour.

Among the eight candidates in the Western seat are Congress nominee and sitting MP Takam Sanjoy locking horns with former MP Kiren Rijiju, a BJP nominee.
In the Eastern Parliamentary seat, Union Minister of State for Minority Affairs Ninong Ering of Congress is contesting against BJP nominee Tapir Gao and Wangman Lowangcha on a People's Party of Arunachal ticket.
Both the Lok Sabha seats have been won by the Congress since 1975, but for 2004 when it was won by the BJP for the first time.
Altogether 144 (out of 155) candidates including 6 women are in the fray for 49 of the 60 Assembly seats.
The Congress has already won 11 Assembly seats uncontested.
Congress has this time fielded two women candidates-
Yai Mara (Likabali) and Anita Payeng (Lekang) are contesting as independents.
The state has 3,77,272 women electorate against 3,75,898 males, with several assembly constituencies having more women voters than males. The main contest will be between Congress and BJP. New entrant Naga People's Front (NPF) along with PPA and NCP would also give a formidable fight in several Assembly seats of the state.
Meanwhile, adequate security arrangement has been put in place for ensuring smooth and incident free polling.
An additional 20 companies of central paramilitary forces besides 24 existing companies have been deployed as also 8000 policemen.
Movement of Vehicles restricted
Meanwhile, Capital Complex Deputy Commissioner has imposed 144 CrPC restricting movement of private vehicles on polling day tomorrow. However, vehicles used by magistrate on duty, security personnel, Press persons, Milk Van, Ambulance, one vehicle each for contesting candidates and their election agents have been exempted from purview of the restriction.
All hospitals in the Capital Complex are also advised not to discharge patients from hospitals tomorrow as the movement of vehicles, including taxis and rickshaws is also strictly prohibited. Even the doctors and nurses on duty are advised to travel by ambulance instead of their private cars, the DC informed.
Meanwhile, Capital DIPRO informed that a joint briefing of Magistrates and Police officers on poll day duty for Naka/picketing point was held in a specially convened meeting in the office chamber of the Deputy Commissioner Mige Kamki in the presence of SP Capital SP Kuruvilla today. The Magistrates and police officers were given clear instruction to enforce section 144 CrPC restricting the movement of private vehicles on poll day i.e. on 9th April.
The SP Capital also briefed the police officers and magistrate about strong security arrangement in the Capital Complex to ensure free and fair election.(with input from PTI)

Supporters of pol parties clash at Pasighat

PASIGHAT, Mar 08: Supporters of two political parties allegedly from Congress and BJP engaged in violent group clash in the wee hours here today forcing police to fire tear gas and rubber bullets to disperse them.
Police fired tear gas and rubber bullets at the clashing groups after they failed to respond police intervention, Pasighat Police said.
Several vehicles, including the car of this reporter, were damaged during the group clash that took place in between NRL petrol pump and the police station at around 1 am. The main entrance gate of the police station with lighting system was also damaged, police said.
Police arrested nine persons in this connection and registered a case U/S 448/323/427/34 IPC.
The incident, which took place in front of the police station, could have been averted had police acted fast, eye witnesses said.
On Sunday night, miscreants pelted stones on police and ITBP vehicles injuring one.
Official arrested for dereliction of election duty
ITANAGAR, Apr 08: An arrest warrant has been issued and executed against an official for defiance of the Kurung Kumey District Election Officer (DEO)’s order to perform election duty as a polling officer. The DEO by this action has sent out a strong message to all the officials who were drafted for various election duties and failed to report that strict and sure departmental action will be initiated against them.
Further, the DEO, in compliance with the Election Commission’s order yesterday issued prohibitory orders for stopping of campaign and closure of all liquor shops 48 hours prior to poll time. Movement of vehicles has also been restricted to the allotted three vehicles for each candidate during poll day. However, plying of vehicles of officers on election duty has been exempted.
Meanwhile, the flying squad seized cash amounting to Rs 1,67,000 and lethal weapons like pistol and Dao in Koloriang town. A 24 hour naka is in place and patrolling round the clock has been enforced by in the district. (DIPRO)

All Flying Squad Team, Static Surveillance Team and security forces are on high alert. They are on round the clock duty to check any MCC violation.
The Superintendent of Police has also briefed all his Police forces on their duties and responsibilities. Forces were dispatched along with polling teams.
As per the guidelines of the Election Commission of India, the DEO/RO issued an Executive Order imposing restrictions on use of cellular phones, cordless phones, wireless sets etc. within 200 meter perimeter of the Polling Stations described as “Polling Station Neighbourhood” and within the Polling Booth in order to prevent electioneering hitch at the Polling Stations on the date of poll.

Training of staffs for receiving centres held at Seppa and Aalo
ITANAGAR, Apr 08: The review training of staffs deputed for receiving centre was imparted today at Kameng Hall, Seppa in East Kameng district.
DEO cum DC Tarin Dakpe informed that the team of officers and officials were deputed separately at receiving centre for Assembly and Parliamentary constituencies. He said that they must discharge their duties sincerely and ensured that presiding officers were there till the relevant documents were handed over to them. He also said that presiding officers must present during the time of counting in order to avoid confusion if any. He informed voter’s register (form 17 A) presiding officer’s diary and other documents will be scrutinized on April 11 at receiving centre (Auditorium Hall of GHHS, Seppa) in presence of General Observer and requested contesting candidates or election agents to attend.
General observer Surendra Kumar cautioned that due care and attention be paid while receiving whether everything was inconformity with check list and ensured that no documents were mixed and wrongly placed.

At Aalo: The officers and officials engaged in five Receiving Centres to receive different polled materials have been trained at DC’s Conference Hall today. Personally supervising the training session, the West Siang DEO, M K Sahoo has asked all to discharge their assigned duties effectively. Most of the Polling teams will be coming with election materials from far off places and they deserve better facilitation and treatment from our side. All polled materials should be received carefully as per the instruction given to them and kept in their safe custody. The received materials should be handed over to the in charge of Strong Room, Compilation, Scrutiny and Sealing team separately as per the instructions. The reports received from team of Micro Observers who have been appointed to assist the Central Election Observers will be entertained at the receiving centre and the scrutiny team should make it convenient to pass on all required information to them.
He stressed that any discrepancy found with the Presiding Officer should be rectified then and there and clearance certificate be issued to them by the Scrutiny Team. The Presiding Officers should be allowed to leave the centre only after getting clearance certificate. The HA Election, Raju Abraham also gave a detail briefing to the officials engaged in receiving centre. ECI’s directives regarding identity of an elector: As per the ECI’s directive, all the electors has to produce their EPIC (to whom EPIC has been issued) for their identification at the polling station before casting their votes. Those electors who are not able to produce the EPIC shall produce one of the following alternative photo identity documents for establishing their identity viz., Passport; Driving Licence; Service Identity Card with photograph issued to employees by Central/State Govt. PSUs/Public Limited Companies; Passbook with photograph issued by Bank/PO, PAN Card; Aadhar Card; Smart Card issued by RGI under NPR; MNREGA Job Card; Health Insurance Smart Card issued under the scheme of Ministry of Labour; Pension document with photograph; and Authenticated Photo Voter Slip issued by the election machinery.
In the case of EPIC, clerical errors, spelling mistakes, etc are said to be ignored provided the identity of the elector can be established by the EPIC. But commission has declined the identity of the elector on account of mismatch of photograph, etc. and the elector shall have to produce one of the alternative photo documents as mentioned above. 1003 polling personnel on duty for smooth conduct of elections in West Kameng
BOMDILA, Apr 08: A total of 1003 polling personnel including 17 female have been drafted into service for conduct of the poll tomorrow in West Kameng district.
Since the issue of polling materials from 5th, regular briefings for the concerned Sector officers, Micro observers and Presiding officers made by the DEO and the ADC (Eln) on daily basis concluded today with a note of hope and optimism for an error free poll.

Meanwhile, the sector officers, micro observers and all the 154 polling teams including those whose polling stations are located in the district headquarters Bomdila and in its peripheral areas have left for their respective locations. A total of 408 numbers of EVMs are being used for the simultaneous elections in the district.
In order to prevent leakage of liquor during the Dry Days declared, 2 numbers of Bottling Plants, 3 Bonded Warehouses, 5 Wholesalers and 65 Retail Wine shops in the whole district was sealed by the Nodal officer cum Superintendent (Tax & Excise ) and concerned Magistrates of all the administrative circles the day before.
Earlier, Expenditure Observer for the Assembly elections P Shivaram Prasad verified the Expenditure Registers of all the seven candidates contesting in the three out of the four assembly segments of the district on April 6 & 7. Further, he detailed the procedure for finalization and submission of the final accounts in the prescribed format by all the candidates before 30 days from the date of the declaration of results to the agents of the candidates for adherence. Polling parties for 43 polling stations of 16 Yachuli were dispatched on 7th and polling parties for 29 polling stations of 17 Ziro Hapoli were dispatched today. For onlookers the premises of Abotani Hall and the Subansiri Stadium wore a festive look with over 100 vehicles, a huge crowd and loudspeakers blaring out names and numbers from 7am in the morning. As For the polling parties there were apprehensions, enthusiasm, gusto and joy in the air around them. Huddled in small groups with their team members for me everyone is hero today. Many of them will march on foot for hours and many will have to travel for more than 90 kms to reach their polling stations. Many will have to be valorous and gallant to tackle situations in critical and hypersensitive polling stations. With a prayer parties for Sito, Nama and Harak the furthest in 16 Yachuli were the first to be dispatched on 7th morning.
These polling parties specially the presiding officers and the polling officers have been rigorously trained in different phases to acquaint them with all the polling procedures. They have been given hands on training on EVMs. But yes we are humans…the master trainers for the polling procedures were bombarded with number of calls last evening from all corners of 16 Yachuli assembly constituency with number of queries. Bisht and Mishra the master trainers just looked at each other smiled and kept answering the queries.
Many are seasoned well with election duty for years but for many it’s their first
